The "You Could Have Heard A Pin Drop" line is repeated throughout this politically charged chain letter. Colin Powell was quoted correctly, but he didn't make this speech in England. It was in Switzerland at the World Economic Forum in January of 2003. The questioner was the former (not the current) Archbishop, George Carey. He was not asking about empire building. He was questioning if America was relying too much on hard power (military) as opposed to soft power (appealing to common values of religion/belief systems etc. and building trust based on these values.))
